ISPS CODE – UYARI MEKTUBU

İLGİ: T.C. Başbakanlık Denizcilik Müsteşarlığı Deniz Ulaştırması Genel Müdürlüğü’nün 23.02.2004 tarih ve 951 sayılı yazısı. Sayın Üyemiz, İlgi yazı ile; SOLAS’ a Bölüm XI/2 olarak dahil edilen ve 01.07.2004 tarihinde yürürlüğe girecek olan ISPS Code hükümleri çerçevesinde, 01.07.2004 tarihinden sonra Liman Devleti Kontrol Memurlarının (PSC Officers) bahse konu Kod’a ilişkin ilk denetimlerini gerçekleştireceği, Bu itibarla, Türk Bayraklı gemilerin yapılacak olan denetimlerde sorun yaşamamasını teminen dikkat edilmesi gereken hususları içeren uyarı mektubunun (Letter of Warning) bir örneği ekte gönderilmektedir. EK: Uyarı Mektubu ( 1 sayfa) LETTER OF WARNING SOLAS Chapter XI – 2 and The International Code for the Security of Ships and of Port Facilities (ISPS Code) Dear Captain/Master/Owner; This is to bring to your attention that from July 1, 2004 all ships subject to SOLAS Chapter XI -2 are required to carry on board a valid International Ship Security Certificate. From July 1, 2004 Port State Control Officers will check these certificates. If the International Ship Security Certificate is not held, or has expired, or is otherwise not valid the ship will be detained. In addition, if on boarding the vessel the PSCO finds clear grounds for further control measures, for example serious deficiencies in control of access to the vessel, movement about the vessel or to sensitive areas of the ship, the deficiencies will be referred to the Competent Security Authority of the Port State Administration. The PSCO will also immediately inform the Competent Security Authority of the Port State Administration if; - information or a complaint is received from a 3rd Party relating to the security - there is a question as to whether the hours of rest can be implemented in relation to duties under the ISPS Code - The PSCO finds the issue of follow on Interim International Ship Security Certificates beyond the expiry of the initial interim certificate in order to avoid compliance with the Code. You are requested to inform the operators of the ship of these future requirements and control measures. Further details are given in the ISPS Code Part B paragraphs 4.29 to 4.46.
